What Is A FORTIFIED Roof?
FORTIFIED is a voluntary, research-backed construction standard developed by the Insurance Institute for Business & Home Safety (IBHS) to help homes stand up to hurricanes and severe storms. It comes in three tiers: FORTIFIED Roof (a sealed, stronger roof deck with enhanced edges and attachment), Silver (adds protection for openings and attached structures), and Gold (a continuous load path from roof to foundation).
The designation only counts once an IBHS-accredited evaluator verifies the work — which is exactly why Louisiana's new incentives are tied to certified FORTIFIED installations rather than ordinary re-roofs. For hurricane-prone South Louisiana, that certification now unlocks four separate financial benefits.
1. The Act 404 Tax Credit — Up To $10,000
Act 404 of the 2025 legislative session (R.S. 47:6044) created a nonrefundable individual income tax credit of up to $10,000 per resident taxpayer for installing a certified FORTIFIED roof. Key rules:
- Applies to qualifying expenses incurred on or after July 1, 2025.
- Unused credit carries forward for up to 5 years.
- Homeowners who receive a Louisiana Fortify Homes grant cannot also claim this credit on the same roof.
- No credits will be issued after December 31, 2031.
2. The Act 473 Retrofitting Deduction
Act 473 expanded Louisiana's existing Construction Code Retrofitting Deduction to cover FORTIFIED retrofits: a deduction of 50% of costs, up to $10,000 — double the prior $5,000 cap. It applies to taxable periods beginning on or after January 1, 2026. 3. Mandatory Insurance Discounts (Regulation 136)
Regulation 136 from the Louisiana Department of Insurance requires insurers to apply premium discounts on the hurricane/wind portion of your policy for FORTIFIED-designated homes, no later than January 1, 2027. The benchmark discounts by region and certification tier:
